			<content:encoded><![CDATA[<p>2011 offers another round of Form I-9 Audits by Immigration Custom Enforcement or ICE. While reaffirming that the audits are intended to foster a culture of compliance among potential employers of illegal immigrants, the agency noted that this is the fifth such audit program. In the fiscal year 2010 ICE arrested 196 employers from 2,338 audits. The 2,196 audits of the preceding 2009 fiscal year resulted in 114 employer arrests.</p>

			<content:encoded><![CDATA[<p>The Obama administration has changed the direction of its efforts from the previous administration from going after illegal workers to now targeting the employers who hire them.  According to U.S. Immigration and Customs Enforcement, Secretary of Homeland Security Janet Napolitano has directed ICE to focus it efforts on the auditing and investigation of employers who knowingly hire illegal workers. In 2010, ICE criminally charged a record-breaking 180 business owners, employers, managers and/or supervisors, up from 114 in 2009 and 135 in 2008. Additionally in 2010, ICE conducted more than 2,200 I-9 audits &#8211; up from more than 1,400 in 2009. That’s proof enough that ICE means business.</p>
